Context
National Water & Sewerage Corporation (NWSC) is the public entity responsible for water services in over 250 municipalities in Uganda. The project covers the capital city of Kampala, which is operated by a sub-entity of NWSC, Kampala Water.
The drinking water network under the study consists of several thousand kilometers of pipes. The ageing of the networks, which were first laid in 1930, is affecting the performance of the drinking water supply.
The rate of unbilled water (NRW) is 40%. The share due to leakage is estimated at over 20%, or 75,000 m³ lost per day. Kampala Water repairs 4000 leaks per month, with no significant improvement. These are only visible or easily identifiable leaks.
The rational and targeted renewal of the network is thus a major challenge for Kampala Water. Altereo has therefore proposed an expert approach to network asset management based on its patented and award-winning HpO® artificial intelligence technology.
The project is funded by the French Ministry of Economy & Finance through the FASEP scheme.
Project overview
The project lasts 18 months and is divided in 2 main missions:
- Mission A : Understanding and data improvement
An essential step with the deployment of the HpO Collect® mobile application for field agents. - Mission B : Optimised network renewal programme
Valuation of network failure data by HpO® artificial intelligence to predict the future risk of failure and to target and optimise leakage detection and network replacement.
Description of the mission
Mission A : Understanding & Data improvement (1 year)
Phase 1 : Understanding the context and the organisation (6 months)
The project starts by understanding the context of NWSC/Kampala Water in terms of existing practices, processes, skills, IT tools and data:
- Understanding focused on the asset management and leakage control team
- Familiarity with the leak detection and repair unit
- Analysis of existing software, in particular the Geographic Information System (GIS)
- Audit of existing data and measurement of discrepancies with the prerequisites for the implementation of HpO® AI
Phase 2 : Improvement of data describing networks and anomalies (6 months)
Existing knowledge about the network and its failures needs to be strengthened before any analysis can be made. It is necessary to have complete knowledge on two aspects:
- Pipes (diameter, length, materials, installation or laying date)
- Failures (date, location, type of anomaly, reason)
Data improvement work is done in collaboration with Kampala Water at 3 levels:
1. Field surveys and investigations to recover missing information
2. Deployment of the mobile application HpO® Collect
HpO® Collect has been specially designed to ease the collection of relevant data at the time of leak repair.
In less than a minute, HpO® Collect enables the field agent to collect data about the failures of mains, service connections and fixtures: GPS location, material, diameter, type of leak, cause, photos, etc.
The data capitalised by HpO® Collect is stored in a secure database which will be used for visualisation and simplified analysis.
The richer the history of failures, the better the asset is known and the more it will be possible to optimise the replacement strategy. Once a sufficient amount of failures has been collected, Altereo will be able to implement the rest of the HpO® approach, including the use of artificial intelligence to predict the risk of failures in the future.
3. Deployment of the HpO® Citizen mobile application to the population
Altereo also plans to deploy a public application that will allow the population to instantly report to Kampala Water any leaks visible on the public domain.
4. Support for updating the missing networks in the GIS
The mapping of the pipes in the geographic information system is not exhaustive. Only 3,000 km of pipes have been digitalised to date. Altereo will identify the sectors where the networks are not digitised in the GIS. Altereo will then oversee Kampala Water’s teams to survey the networks in the field and complete the GIS. This process will be continued over time by Kampala Water.
Mission B : Change management and asset replacement programme
Phase 1 : Implementation of a renewal programme on the Kampala network
During the second year of the project, after having upgraded the descriptive data of the drinking water network and built up a exploitable stock of failures, Altereo will be able to implement the rest of the HpO® approach, including the use of artificial intelligence to calculate the risk of failure in the future.
The benefits of this innovative approach are:
- Optimising leakage search and detection
- Targeting the pipes to be replaced as a priority
- Drastically increasing the efficiency of the renewal budget
Kampala Water will therefore be able to significantly optimise its operations and investment programmes based on the results provided by HpO®. These results will be able to be articulated with pipeline replacement projects for which financing has already been secured from the AFD (French Development Bank).
Phase 2 : Capacity building and sustainability of skills
In parallel with the renewal programme, Altereo, in partnership with Watura, will provide Kampala Water and NSWC with an e-learning platform that will enable them to follow the training sessions. The training & capacity building programme in English will include the principles of asset management and water system performance, the importance of the key phases of the project and the use of the HpO® module interfaces left at Kampala Water.

Above all, it was a question of giving them the keys to engage in a process of continuous improvement to master asset knowledge up to the optimisation of its replacement in order to achieve high levels of technical and economic performance of their drinking water services.

Context
The department of Zou was settled following the drainage of the Ouémé River and one of its tributaries and is therefore regularly impacted due to flooding and water runoff. The outcome of this has been:
- Damage to public and private infrastructure to varying degrees
- Material losses as well as the loss of human lives
Altereo was selected to carry out a study at the scale of the 9 communes making up the departmental territory of the Communauté de Communues du Zou (CCZ) with the objective of addressing the issues of stormwater and river flooding and other related consequences in the context of changing climate patterns for an overall management strategy.
The human component was a priority for this project having the goal of protecting all concerned individuals against the risks of runoff and floods while at the same time protecting their economic activities and the structures.
Project Description
Given the scale and complexity of the project, an iterative approach was required bringing together:

Context
CDE is an ACP/EU joint institution created in the framework of the Cotonou Agreement. It’s financial resources mainly come from the European Development Fund (EDF). Its objective is to ensure the development of professional ACP enterprises operating in the private sector. CDE operates complementarily with the European Commission, the Secretariat of the ACP Group of States and the European Investment Bank in the framework of support to the private sector.
Project Description
This program helped 50 SMEs of the public works and hydraulics sector in the target areas. It aimed to help them acquire skills and technologies for the maintenance of water networks, and plan their development in this new business area. The project itself consisted of 5 phases:
- Analysis of the operators and identification of SMEs concerned by the program
- Technical diagnosis of water supply facilities and network operation
- Development of the training modules
- Strengthening of the SME’s abilities
- Support for the establishment of the business plans in order to acquire the technologies of maintenance

SEURECA SAUDI has been awarded a contract for the modernization and rehabilitation of a large number of wastewater treatment plants in the Riyadh region of Saudi Arabia.
SEURECA called upon Altereo’s skills and expertise to provide technical support to:
- Modify, improve and simplify VEOLIA’s pre-established diagnostic grids
- Take part in the definition of the standard reports of simplified diagnosis of the Civil Engineering for the SEURECA SAUDI mission
- Participate in the drafting of the booklet and methodology accompanying the simplified diagnosis grids and in particular the sharing of illustrations

A second phase is conducted in Saudi Arabia and includes 3 days on site with travel to 3 sites.

Setting up a GIS specialized in drinking water network management with GPS solution
Context
In this World Bank financed project, Altereo, in partnershop with D2E, was selected by the REGIDESO to set up a GIS with GPS Solution for drinking water network metering in the city of Bujumbura, capital of Burundi.
Altereo was expected to provide the following:
- The complete Cart@jour® GIS licence with a module for GPS import/export
- Microsoft server for Windows 2008 with SQL Server express
- Windows 7 PC and connections
- Colour A3 Printer
- 3 bi-frequence GPS Trimble receptors with tripod and stand
Project Description
Cartographic data were recovered and integrated, especially background maps and a part of the network with the main structuring objects.
The modus operandi selected for this purpose takes into account the fact that the GPS station closest to Bujumbura is situated at a distance of 130km. In order to improve the precision of the topographic surveys, it was decided that a differential mode would be used with a local or base station installed within the REGIDESO.
This functions together with the measures taken by the technicians with their receptors. A differential correction was applied to the collected data. The creation of this local station necessitated the measurement process from a geodetic point located at Bujumbura Airport.
Once the measurements are taken, the base can be installed definitively at the premises of REGIDESO within an obstacle-free zone – for example the roof or an abandonned water tower.

Context
Altereo was awarded this contract financed by the French Development Agency together with the Senegalese firm EDE.
Despite a limited surface area (779 m²), the island of Santo Antão, located to the North-West of the archipelago, is characterized by significant imbalance in the availability of resources between the north and the south of the island.
The South is subject to a very dry climate regime that has forced the concerned authorities to resort to seawater desalination to supply the main city of Porto-Novo (10,000 inhabitants).
On the other hand, abundant rainfall in the northern part of the island provides a sufficient resource through boreholes and springs.
The objective of the Master Plan is to assess the needs of the sector, to define the priority investments to be made and to prioritize them over a 20-year horizon in order to ensure a sustainable service to the island’s populations.

As part of this study, ALTEREO is in charge of the following activities:
Study of water resources in order to prepare the water balance (needs/resources) and propose scenarios for resource mobilization to respond to the demand for water within the given horizon
Development of a data model on current and projected water resources and water and wastewater systems (using QGIS) and development of thematic maps.

Context
The aim of the project is to study the possibilities of Fecal Sludge Management (FSM) through private sector participation schemes including through a public-private partnership framework for the management of the sludge treatment plant. It also includes the establishment of an appropriate system for collecting and transporting sludge with the involvement of local private operators.

Context
The Drinking Water Supply of the city of Medea is provided 60% from the Ghrib Dam (Ghrib-Medea transfer for about 24km of water supply) and 38% from the Chiffa-Medea transfer (ensured by the 03 intake points of Wadis Chiffa, El-Djir and El-Merdja) for about ~ 14 km of the conveyance line.
Underground resources (drilling and springs) account for only 2% of the volume distributed.
Due to the state of advanced dilapidation of the downtown DWS network, existing since 1866, huge losses have been recorded (leaks not apparent).
Due to strong demographic pressure, demand is increasing with the expansion of the urban fabric, the realization of the new urban and university hub, the rehabilitation of the Harbil and Draâ-Smar areas of activity and the realization of the commercial district of Ouzera.

- Mission A: preparing a digitized mapping system to develop and update the maps of the DWS system (production and distribution)
- Mission B: diagnosis of the distribution system, its operation, maintenance and management, in order to identify the causes of dysfunction and the weaknesses of current yields

The World Bank funded PADUR aims at enhancing the performances of the Chad Water Utility – Société Tchadienne des Eaux through the recruitment of a service contractor for a 3 year period. The project focuses specifically on the improvement of technical, financial and organizational management of the water utility in order to improve access to drinking water in N’Djamena and 9 other production centers.
The main expected outcomes as part of this project is endowing STE with the capacity for managing its activities in optimal conditions based on activities such as:
- Developing productivity and qualification of the personnel
- Increase the number of urban population having access to drinking water

Context
SEURECA, the consulting and engineering branch of Veolia, requested the service of Altereo to address a civil-engineering related issue at the SPRET (Effluent pre-treatment plant with a capacity of 2,500m³/h). The plant is located in Tangier, which has a population of one million.
The mission comprises a detailed diagnosis of the civil engineering together with the definition of technical specifications for the rehabilitation works leading to call for proposals for the performance of the plant.
Given the complexity of the subject matter, SEURECA asked Altereo to begin by carrying out a preliminary reconnaissance visit.
Project Description
This first short-term mission comprised taking into account the issue of visition the facility to meet the partners, namely AMENDIS (a subsidiary of VEOLIA), operator of all facilities within Tangier, and LPEE (Moroccan structure and material laboratory).
The degradation of the facilities is linked to very high concentrations of H2S gases (up to 300 ppm during midsummer). This gas is present in confined structures such as those of the SPRET, and is oxidized to sulfuric acid H2SO4 by chemical means but mainly by biochemical means.
On the Tangier facility, the concrete is leached and completely disintegrates under acid attack, sometimes passking through a thicknesses of more than 30 mm. Most of the epoxy resin or hydraulic binder coatings on the vertical walls of some structures have been completely destroyed and the lower reinforcement beds of the roof slabs are visible.

Context
The Water Company of Saint Marc (SESAM – a subsidiary of a French company with manpower of 40) has been the Public Service Delegation entity for drinking water in the city of Saint Marc since 2009. The contract was subsidized by the International Development Bank.
SESAM manages drinking water distribution (disinfected against cholera through the use of bleach) for 3000 networks with meters and 13 kiosks where the general public may buy water in buckets. The principal issue remains the lack of willingness to pay on the part of the users.
Altereo conducted an audit, as commissioned by the Haitian government, with the objective of preparing a clear and precise Public Service Delegation Contract for Drinking Water Supply within the city of Saint Marc. This was supported by the Haitian Government, SESAM and also by the operator LYSA SAS, the main French shareholder for the company
Project Description
The consultant was specifically asked to identify deficiencies and liabilities, as well as to provide recommendations for contract development.
The mission assignment included:
- Identifying the strength and weakness of the management contract concerning economic, legal and financial aspects
- Identifying gaps and / or breaches in the management contract enforcement, that will be taken into account for it’s possible revision or renegotiation
- Assessing the equilibrium of the delegation for this first leasing period, by giving objective opinions on the implementation by the operator
- Suggesting improvements in the agreement contract or its annexes for each mission or sub-mission
- Suggesting a basis for dispute resolution concerning the contract implementation by the operator, and appropriate remedies bases

Created following the presidential decree of 31 December 2005, placed under technical supervision of the Water Ministry and under financial supervision of the Finance Ministry, CAMWATER is a public utility having the objective of management of assets and rights allocated to public drinking water services in urban and peri-urban areas on behalf of the State.
The Yaoundé and Three Secondary Cities project, with an amount of 110M€, aims for the construction and rehabilitation of drinking water treatment stations in the cities of Yaoundé, Edéa, Bertoua and N’Gaoundéré, along with the reinforcement of transfer, storage and distribution mechanisms.
It is expected that by 2015, about 180,000 users, of which 50,000 in the three secondary cities, will be provided with access to drinking water via individual connections or fountains.

Context
Through this project, ONAS’s objective is to deploy a GIS in coordination with the operational information system for its business activities on the Grand Tunis area: 7 million inhabitants, 1,910,000 customers, 176 communes, 16,900 km of sewer networks, 119 treatment plants, 788 pumping stations, 263 Mm³ of waste water.
Among ONAS’s business activities are geolocation of clients, operating sanitation infrastructure, management of water quality and re-use, control of industrial waste, network maintenance, studies and projects and related activities in the social, economic and statistical domains.
To meet such requirements and scale, Altereo implements a Web-based geographic information system with an N-tier architecture.

- Pedagogic and participative approach for Technical Assistance for an advanced level GIS-Sanitation project.
ONAS now has an operational Web-based GIS shared by all departements with a geolocalised and updated database of all Grand Tunis sanitation assets. The GIS is interfaced with other ONAS IT systems.
The implementation of the sewer network GIS for the Grand Tunis Area should significantly improve the waste water public service : drainage and treatment, quality of outflows to the natural environment, prevention of incidents such as obstructions and overflows which cause nuisance and pollution.

Context
The City of Noumea selected the Thésée Ingénierie (subsidiary of Altereo in New Caledonia) – SAFEGE – Altereo consortium for preparing the drinking water supply master plan.
Altereo participated, among others, specifically in the asset management component for optimizing the pipeline renewal programme. For this, the HpO® system based on artifical intelligence was applied.
The City of Noumea has a well managed asset dataset and network leak history for the past 18 years. This high quality data has thus helped demonstrate the power of the HpO® predictive model.
Project Description
45 network replacement projects have been planned for the coming 20 years.
They represent around 35 km of networks. It is recommended that the work program be updated and adjusted every 2-3 years based on renewed data enriching the model and the evolving local priorities.

Context
The general objective of the reforestation policy audit is to carry out a diagnosis of the reforestation process in Cote d’Ivoire from 1928 to the present day. This is expected to provide lessons for all future programs and to setup a cartographic database for the protected zones.
Role of the GIS, KIS®, provided by Altereo:
- Provide MINEF with interactive geospatial tools for collection, treatment and analysis
- Provide a dyanamic cartography with official statistics on the geographic distribution of reforestation parcels
- Train designated officers for using the database and properly update information.
Project Description
This project comprises:
- The analysis of different methods of reforestation and theur impact on the reconstitution of the forest assets
- Addressing identified deficiencies
- Proposing follow-up and reforestation management mechanisms
- Evaluation of the contribution of non-state partners in the reforestation effort (NGOs, Forestry Professionnals, individuals and the general population)
- The analaysis of lands allocated as reforestation parcels that have definitvely been logged
- Recommendations for the success of the reforestation process
- Setting up a GIS for the follow-up of reforestation of the protected areas.

Context
Following a C2D (French Development Agency) financed project, carried out with the objective of upgrading the Sanitation and Drainage Master Plan of Abidjan District, a GIS was developed for the District. This GIS takes into account all pertinent data related to the upgrading.
However, this GIS can also be shared with other relevant actors such as the ONAD (Sanitaiton Department) and the SODECI (National Water Distribution Company), in order to have an operational database that can be regulary updated.
In order to better manage the updates, to have greater visibility over the use of the GIS, to properly organize the exchange process with respect ot data update and modification, the DAUD awarded the contract for the implementation of the GIS KIS® in Cloud Mode. This format renders the system accessible to all project actors via internet/intranet.
Project Description
Following service provision, the following outcomes can be expected :
- A sector-specific GIS hosted via Cloud
- The solution will be adapted to the sector
- The solution will allow data exchange in shapefile formats and allow interfacing with other information systems via webservices
- Connection with different sites will be carried out with a complete management of user profiles and rights within the platform
- Data and maps will be accessible through all platforms – PC or mobile
- All relevant personnel will be trained in the management and command of the Web-GIS
- The solution is available 24/7
- All information is automatically saved and secured

Context
The project took form in 2016 following high level visit in France by Dr. Hage Geingob that brought together the Namibian authorities, the French Embassy in Namibia and Altereo to discuss the urgent water-related issues facing the country. Following multiple visits by Altereo to the country, priority areas were identified to deal with the problem of water network aging, leakages, deterioration, etc. and to ensure regular, uninterrupted water supply for the users.
It was decided that the pipeline serving Keetmanshoop Municipality from Naute dam required urgent rehabilitation. In addition, it was also decided that the distribution network within Keetmanshoop municipality would be analyzed, along with the preparation of a Water Supply Master Plan and a high performance asset management pilot project.
Project Description

Context
The Kingdom of Bahrain is a country where potable water mainly comes from desalination and is hence costly to produce. Water distribution over the whole country is ensured by the same network which comprises about 3,700 km of mains in 2006 and grows to 4,180 km in 2020. The network is characterised by low pressures which rarely exceed 2 bars.
Altereo assists the Electricity and Water Authority to evaluate its performances in terms of Non-Revenue Water (NRW) management.
Altereo’s is distinguished in two distinct projects:
- the first project carried out in 2006
- the second project carried out in 2019-2020

Context
The project is the deployment of a large-scale IT and GIS solution with expectations matching the stakes of the missions entrusted onto LYDEC.
Since the 1st of August 1997, LYDEC is awarded a 30-year contract for the management of electricity, drinking water and sanitation service distribution for 4 million inhabitants of the Greater Casablanca.
LYDEC has 3,250 employees with an annual turnover of 375 million Euros.
In 2007, LYDEC chose Altereo to supply and implement business SIG applications for Water Supply, Sanitation, Electricity and Street Lighting in fullweb mode.
LYDEC’s is the largest sector-specific GIS deployed on the African continent with 600 end-users.
Project Description
The LYDEC GIS project is based on a server technology allowing every end-user to benefit from the geographic perspective according to the requirements of his tasks. In this regard and in order to create interaction between the future GIS and the other applications within it’s IT environment, LYDEC chose to manage its technical data in an uniform standardised environment, open and matching the state of the art of geographic information systems.
Beyond the technical challenges is the question of offering a necessary day-to-day tool for a water and electricity utility of this scale to allow it to properly supply vital services to the population and preserve natural resources with maximum performance.

Context
With its 1,500,000 inhabitants, 1800 km of water mains, 270,000 service connections and an annual water supply capacity of 145 million m³, Phnom Penh, the economic and political center of Cambodia, possesses an extremely efficient water supply system. Whilst the average non-revenue water level is more than 25% in France, for instance, it doesn’t exceed 6% in Phnom Penh. The city has become a leading example in Asia in this respect.
Within the framework of the “Greater Phnom Penh Water Supply System” project, which aims to structure water service within the metropolitan area, PPWSA acquired the service of Altereo informatique to set up a GIS for the management and capitalization of the information relating to drinking water production and distribution infrastructures.
Project Description
KIS Water is a ‘full web’ solution offering the whole feature panel traditionally proposed by desktop GIS software. KIS Water provided the PPWSA managers and operators with a complete ‘water supply’ toolbox, ranging from navigation and topology features to the management of workflows.
Furthermore, KIS Water is expected to be a turnkey solution delivered to PPWSA. In addition to this, KIS Admin is an additional module for customisation. GIS specialists and system administrators will have a simple and ergonomic tool to:
- model and integrate data,
- manage users and rights, and
- set up applications, forms and even workflows
It will allow PPWSA to directly manage the evolution of the system according to new requirements, including data exchange with third-party applications in different formats.

Context
Nha Trang, The Government of Vietnam has set forth a target policy to phase out subsidies to water supply services. Decree 117 has granted the financial autonomy to water supply companies to stimulate the development of their financial independence. To achieve this target, the water supply companies need to modernize their management techniques to reduce their operating costs and design more cost-effective investment program. The project will provide tools to the beneficiary to improve the water supply system efficiency.
The project is implemented in 3 phases:

Context
Following the International Water Association’s reference conference on wealth management, LESAM 2009 in Miami, Altereo and its partner Baur+Kropp were among the six organizations worldwide invited by the Dutch research center KWR to present their wealth management solutions. The aim was to participate in a workshop gathering the 10 water utilities of the Netherlands, as well as water utilities from Northern Belgium. Altereo and Baur+Kropp presented a joint approach for optimised planning of short- and long-term renewal through the application of their respective expert systems SIROCO® and KANEW®.
This approach appealed to the Belgian operator PIDPA, which operates no less than 12 500 km of drinking water networks and 2 500 km of wastewater networks in the province of Antwerp. PIDPA proposed to Altereo and Baur+Kropp to carry out a pilot project on its network.
Project Description
The pilot project was framed by three workshops:
- Workshop to explain the methodology for identifying data
- Workshop to present preliminary results, reframe the approach and refine the analysis by completing the data and hypothesis formulation
- Feedback workshop with the results on the pilot area, conclusions and recommendations for wide application
The specific results on the pilot area were as follows:
- Failure prediction for all sections of the pilot area
- Short-term renewal programming with SIROCO® which targeted critical pipes according to performance objectives
- Visibility on long-term renewal efforts with KANEW®
The pilot project has given full satisfaction to PIDPA, which has integrated the recommendations of Altereo and Baur+Kropp and is preparing the next steps in the consolidation of its asset management.

Context
Côte d’Ivoire is a country in West Africa with a population of about 20 million. Abidjan is the economic capital with about 4 million inhabitants. The high concentration of population in the cities (about 45% urban population), requires the existence of a strong organization, capable of efficiently providing water, sanitation and electricity services.
SODECI has had exclusive responsibility for the production and distribution of drinking water in urban areas in Cote d’Ivoire since 1987, and for the operation and maintenance of sanitation facilities in the city of Abidjan since 1999. It is linked to the State of Cote d’Ivoire by a lease contract.
CIE is a company that transports, exports, imports, distributes and markets electrical energy throughout Côte d’Ivoire and West Africa. It is one of the leaders in its sector on the African continent.
Project Description
SODECI and CIE have respectively equipped themselves with the Cart@jour Water and Sanitation and Cart@jour Electricity and Public Lighting business applications. The two companies would like to have a software allowing to:
- Seizure of assets in accordance with the rules of the art of a hydraulic / electricity network
- A use of the GIS that ensures the processes of updating and updating data
- Having solutions for consulting and updating data in the field
- Having dashboards and indicators on heritage
